If you are at war and have massive amounts of unrecruited brigades, then build divisions/corps which has an equal amount of infantry and artillery to serve as support in big battles. Late game for elite units swap 1 tank for 1 artillery brigade, and 1 plane for 1 hussar brigade. Your army composition should be composed of 5 artillery 1 hussar and 4 infantry / (guards if you're playing with hpm or hfm mods). Other techs to rush are railroads and all industry techs, research points techs in culture, factory input/output and freedom of trade in commerce if you are industrialized but short on resources, naval base and new ships tech in naval, and all army tech if you plan on easily taking on European armies (though light armament is the best, followed by army leadership as tactics reduce your casualties, and military science is crucial mainly for gas attack/defense which will be invented late game). Rush chemistry techs (located in industry) for good pop growth and supply limit. However, be careful of raising taxes if you don't need to, as they could lead to rebellions. Once you get industrialized DON'T raise tariffs beyond 20%, raise taxes on the poor instead because all tariffs do is raise the price of your imports/exports which harms your pops needs and factories. Raise tariffs if you are NOT industrialized. Max spend on education to increase literacy (along with promoting clergymen to 2 or 3% in each state), 51% on administration (promote bureaucrats until admin efficiency is 100% in chosen state if you have budget problems), and 100% on military (pops will be attracted to join the military and eventually each state will have 5% soldiers eliminating the need for mobilization which could ruin your economy and reduce your population).
